This position is responsible for leading procurement management of projects, offering technical advice, from prepositioning of donor funding opportunity and aligning them to meet compliance per ministry’s standard and procedures, at the zonal/cluster level.
The role includes daily coordination of supply chain processes, ensuring all activities with WV regulations and donor requirements, and maintaining strong internal controls. Additionally, the position provides procurement performance analysis to support zonal/project management decisions, promoting cost-effectiveness and efficiencies aligned with global initiatives.
During emergencies, this position ensures procurement systems are in place to deliver rapid and effective responses, while maintaining accountability.
Strategy Development & Planning
- Develop and execute project procurement strategies aligned with project objectives and priorities.
- Lead the preparation, consolidation and monitoring of Annual Program Plan and sourcing roadmaps.
- Conduct procurement risk assessment and implement mitigation actions throughout the project lifecycle.
- Build and maintain effective relationships with internal stakeholders, suppliers and local partners.
Resource Acquisition & Management/ Engagement/Project Management
- Collaborate with Finance, Resource Development and Program teams to assess, forecast, and resource requirements during proposal development.
- Provide procurement and supply chain expertise throughout the project lifecycle, including Go/No-Go Decision, project start-up, proposal development, agreement negotiations, contract amendment.
- Coordinate closely with Program and cross-functional teams to establish program plan, sourcing strategies and service delivery schedules
Capacity Building/ Technical works
- Provide technical guidance and ongoing support to internal and external stakeholder on procurement policies, procedures, systems, and best practices. Facilitate training and knowledge-sharing session for non-procurement staff on procurement processes, corporate system, data utilization and reporting requirements. Provide Christian leadership and support to enrich the organization’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve
Accountability & Quality Assurance
- Manage procurement activities across the projects to cost-efficiency, value for money, compliance and operational effectiveness
- Establish and maintain procurement governance, quality assurance, and internal controls in accordance with donor regulations, statutory requirements, and organizational policies. Lead and oversee data management, reporting and business analytics to support strategic decision making and organizational planning.
- Monitor and ensure compliance with Blocked Party Screening (BPS), Watchdog requirements.
- Provide strategic procurement guidance and technical support to Program Manager, and project team in procurement planning and execution.
- Review procurement business process and identify opportunities to streamline workflows, strengthen controls, and improve service delivery.
- Manage procurement performance monitoring through KPI tracking, analytics, and continues improvement initiatives. Analyse procurement trends, risks, spending patterns, supplier performance and compliance indicators to identify opportunities for improvement.
- Drive implementation and continues enhancement of procurement policies, systems, procedures, and digital solutions. Manage stakeholder engagement and collaboration with Finance, Programmes, Logistic Regional, Global Centre and relevant World Vision entities.

- Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Foster a collaborative and inclusive working environment that promotes teamwork, knowledge sharing, and cross-functional partnership. Act as a role model in communication and professionalism, ethical conduct, decision-making and stakeholder management.
- Identify, assess, and manage procurement, contractual, operational, fraud, safeguarding, and compliance risks.
- Take ownership on additional responsibilities and special assignment as delegated by leadership.
Requirement
- Bachelor's degree/ Holds CIPS certification
- At least 3 years’ experience in procurement area of service, preferably gained in humanitarian sector.
- Above 1 year’ experience in managing team.
- Professional Proficiency in Bahasa Indonesia and English
- Ability to travel within country or internationally. Up to 25% of travel time.
- Regular desk work involving computers and phone calls.
- Prolonged periods sitting at a desk and working on a computer.
- Occasional standing and walking during meetings or presentations.
- Moderate walking or standing during supplier visits or site assessments.
- Good working knowledge of Enterprise Resource Planning system.
- Ability to solve problems and to exercise independent judgement.
