Key Responsibilities:

Consultancy Overall Objective
To assess the extent, nature, and compliance of marketing practices of breast-milk substitutes (BMS) and other products covered under the BMS Act, 2012, across selected settings in Kenya, in order to generate evidence for strengthening enforcement of national legislation and the Code.

Consultant Requirements and Qualifications
To successfully execute this complex national assessment, the Lead Technical Consultant (or firm) must possess the following qualifications and competencies:
Educational Background: An advanced degree (Master’s or PhD) in Public Health, Nutrition, Epidemiology, Social Sciences, or a closely related field.
Assessment Experience: Proven, documented experience in designing and leading complex, national-level health or nutrition assessments, preferably involving regulatory compliance monitoring.
Technical Knowledge: In-depth, specialized knowledge of Maternal, Infant, and Young Child Nutrition (MIYCN) programmes, the WHO International Code of Marketing of Breast-milk Substitutes, and Kenya’s national BMS regulatory framework.
Analytical Skills: Strong proficiency in both quantitative and qualitative data analysis methodologies, with experience using statistical software and digital data collection platforms (e.g., KoboToolbox).
Communication Skills: Excellent professional report writing, presentation, and stakeholder engagement skills.
Contextual Familiarity: Extensive experience working within the Kenyan public health context and familiarity with the national health system architecture.
Professional Independence: Demonstrated professional integrity, with no current or historical conflicts of interest with the pre-packaged complementary food or breast-milk substitute industry.
