About the Position

- Experienced in local government law, litigation, risk management, and contract negotiation
- Skilled at advising elected and appointed boards on complex legal and policy matters
- A collaborative leader with sound judgment, integrity, and exceptional communication skills

Located in the heart of North Carolina’s Research Triangle, the County is home to Raleigh and 11 other municipalities and estimates its population at 1,257,235.
The ideal candidate will be an accomplished legal executive with extensive knowledge of public sector and local government law and the judgment necessary to serve as a trusted advisor to elected officials and senior leadership.
Required qualifications include:
- Juris Doctorate from an accredited school of law
- Active North Carolina Bar License
Preferred qualifications include:
- 20 years of professional legal experience as an attorney
- 10 years of experience working across various areas of law
- 12 years of substantial knowledge of constitutional, federal, state, and local laws affecting municipal government
- 12 years of experience advising and representing administrative and quasi-judicial boards and Commissions

This year, US News & World Report ranked Raleigh #5 on its list of Best Places to Live, and the Milken Institute ranked Raleigh #1 on its 2025 list of Best-Performing Cities.

Emergency Service Worker Statement
In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
