Property Book Clerk/Asset Visibility Specialist

The Property Book Clerk / Asset Visibility Specialist supports APS-5 operations by ensuring accurate accountability, visibility, and tracking of Army Prepositioned Stocks equipment. This role validates serial numbers, reconciles shipping documents, maintains property records, and ensures compliance with APS-5 standards, Army Regulations, and government audit requirements. The position plays a key role in equipment readiness and inventory accuracy across APS-5 sites.

Responsibilities

• Maintain, update, and reconcile property book records using APS‑5 systems such as   AWRDS, GCSS‑Army, DPAS, and related accountability databases.

• Conduct cyclic, sensitive, and annual inventories ensuring 100% accuracy for APS‑5 equipment sets.

• Manage equipment lifecycle actions including receipt, issue, transfer, movement, turn‑in, and reset processes.

• Prepare and validate hand receipts, shortage annexes, lateral transfers, reconciliation packets, and adjustment documents.

• Perform serial number verification for all vehicles and major end items, including VINs, chassis numbers, engine stamps, and electronic identifiers.

• Cross-check physical serial numbers against shipping manifests, APS‑5 movement control documents, AWRDS records, and property book data.

   

Qualifications

• Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
  
  • High school diploma or equivalent; associate degree preferred.
  • Experience in APS-5 operations, Army logistics, property accountability, or fleet management.
  • Proficiency with AWRDS, GCSS-Army, DPAS, and other Army automated systems.
  • Knowledge of AR 710-2, AR 735-5, DA PAM 708-2, and APS-5 SOPs.
  • Must be able to obtain a Host Country Driver's License
  • Must be CAC eligible and/or the ability to obtain a CAC
• Experience:
  
  • Minimum of three (3) years of experience in environmental compliance, OSHA compliance, ISO experience, and hazardous waste management and pollutionprevention.
  • Proficiency with AWRDS, GCSS-Army, DPAS, and other Army automated systems. 
  • Knowledge of AR 710-2, AR 735-5, DA PAM 708-2, and APS-5 SOPs.
  • Military background and training beneficial.
• Skills:
  
  • Ability to instruct small and medium groups of people, Competent in computer operations to include Microsoft Office; Outlook, Word, Excel, and PowerPoint.
  • Must have a strong ability to work independently.
  • Strong analytical skills, attention to detail, and organizational abilities.
• Working Conditions:
  
  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
  • Includes some industrial production environment conditions as well.
• Physical Requirements:
  
  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
