OPEN RANK: Construction Buyer or Senior Construction & Facilities Buyer

University of Maryland, Baltimore (UMB) is seeking a talented procurement professional to join the Department of Construction & Facilities Procurement as either a Construction Buyer or Senior Construction & Facilities Buyer. The level of the position will be based on the selected candidate’s qualifications and relevant experience.

PRIMARY DUTIES

For Construction Buyer:

- Perform procurement activities including all aspects of transactions from initiation to award recommendation with a focus on capital and non-capital construction procurements. Items procured may be specialized in nature giving rise to unique situations with complex specifications, limited market sources, and close price bidding.
- Assist in preparing construction procurements for specific building projects.
- Assist to resolve any differences on critical points and specific contractual provisions.
- Drafts specifications and vendor qualification criteria for bids and proposals upon researching the end user's needs to ensure proper procurement, maximized competition, and proper equipment form and function.
- Communicates on and settles any differences on critical points and specific contractual provisions.
- Serves as liaison between campus and vendor community, supplying end users with information on sources, discounts, pricing and delivery provisions.
- Evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors.
- Researches market to determine if sole sources are justified and to develop new sources for supplies and services.
- Performs other duties as assigned.

For Senior Construction & Facilities Buyer:

- Perform construction and facilities maintenance procurement including all aspects of construction and facilities procurement transactions from initiation to award recommendation. Procurement may specialize in unique situations with complex specifications. Procurements may include RFQ, IFB, Multistep Bid and RFPs.
- Work with project managers to draft specifications and vendor qualification criteria for bids and proposals upon researching the end user's needs to ensure proper procurement, maximized competition, and proper form and function.
- Coordinate efforts to liaise between project managers and vendor community, supplying end users with information on sources, discounts, pricing and delivery provisions.
- Evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors.
- Maintain existing and develops new sources for construction and contractor supplies and services.
- Prepare construction procurements for specific building projects.
- Resolve any differences on critical points and specific contractual provisions.
- Performs contract administration on all contracts awarded.
- Performs other duties as assigned.

• Education: Bachelor's degree. Substitution of equivalent years of relevant experience in the field of construction, construction procurement, maintenance, or maintenance procurement may be made in place of Bachelor's Degree.
• Experience: Two (2) years related construction, buying, or procurement experience.
• Supervisory Experience: N/A
• Certification/Licensure: N/A
• Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
  
  Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

For Senior Construction & Facilities Buyer:

• Education: Bachelor's degree. Substitution of equivalent years of relevant experience in the field of construction, construction procurement, maintenance, or maintenance procurement may be made in place of Bachelor's Degree.
• Experience: Three (3) years procurement, construction, or project Management experience, including at least two (2) year of construction procurement or maintenance procurement experience
• Supervisory Experience: N/A
• Certification/Licensure: N/A
• Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
• Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

HIRING RANGE: $76,500 - $85,000 per year for Construction Buyer / $83,000 - $98,000 per year for Senior Construction & Facilities Buyer / Commensurate with education and experience
