Duration: Three (3) months
Section: Off of the Representative
Location: Monrovia/Liberia
Dates/Duration: Stretch assignment from 01 October to 31 December 2026.
Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

Background

UNICEF Liberia is undergoing a period of transition within the People and Culture function with the vacant post and the ongoing recruitment process of the People and Culture Officer, NOB.
The vacant position of People and Culture Officer creates a temporary gap in the office's capacity to deliver critical human resources services and business continuity support. Given the importance of maintaining uninterrupted People and Culture operations, there is a need to engage in temporary support to ensure continued delivery of essential P&C services, timely support to staff and managers, and compliance with UNICEF policies and procedures.
The stretch assignment support will assist in managing day-to-day HR operations, recruitment processes, contract administration, workforce planning activities, staff support, and the coordination of ongoing People and Culture initiatives during the transition period.

Purpose of the Position

The purpose of this assignment is to provide interim People and Culture Officer support to UNICEF Liberia Country Office during a period of staffing transition.

Duration
This stretch assignment will be for a period of three (3) months.

Main Responsibility and Key expected results

➢Recruitment and Talent Acquisition
 
•Support ongoing recruitment processes, including vacancy management.
•Coordinate candidate communications.
•Coordinate with GSSC (ICS/RAS)
•Monitor recruitment timelines and follow up on pending actions.
•Ensure compliance with UNICEF recruitment procedures.
 
➢Contract and Personnel Administration
•Prepare and process personnel actions and contract extensions.
•Support onboarding and separation processes.
•Monitor contract expiry dates and maintain personnel records.
•Assist with HR data management and reporting within UNICEF systems.
 
➢Employee Support and Advisory Services
•Respond to routine staff HR inquiries.
•Provide guidance on P&C policies, procedures, and entitlements.
•Support staff and supervisors in workforce administration matters.
•Escalate complex issues to the People and Culture Specialist as required.
 
➢Learning and Performance Management
•Support coordination of mandatory learning requirements.
•Monitor compliance with performance management timelines.
•Provide administrative support related to talent management activities.
 
➢HR Planning and Reporting
•Prepare HR statistics and reports as requested.
 
➢Business Continuity and Transition Support
•Under the supervisor’s guidance, provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
 
Expected Results
•Support to the People and Culture Specialist on P&C services throughout the transition period.
•No significant delays in critical recruitment and staffing actions.
•Timely processing of personnel actions and employee requests.
•Effective support to managers and staff on HR matters.
•Comprehensive handover package for sustained continuity after the assignment.

Minimum Qualifications and Competencies

Education
 
•Minimum first degree in Human Resources Management, Business Administration, Public Administration, Social Sciences, Industrial Relations, Organizational Development, or a related field.
 
Experience
 
•Minimum of one year of progressively responsible experience in human resources management.
•Experience in recruitment, talent management, employee relations, and HR operations.
•Familiarity with UNICEF HR policies, procedures, and systems is required.
Technical Skills
•Strong knowledge of HR principles and best practices.
•Experience with P&C information systems.
•Advanced proficiency in Microsoft Office applications.
•Strong analytical and reporting skills.

Funding arrangement
This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

The Office will cover the ticket for economy class travel and 100% of the UN DSA rate during the first 30 days, and 50% DSA for the remaining time.

The agreement of your supervisor endorsed by the Head of Office is a prerequisite for any such stretch assignment.
