Responsibilities
The Peraton Health, State and Local Sector is seeking an experienced Business Systems Analyst, Advisor to lead the evaluation, optimization, and transformation of our business systems and workflows. In this lead role, you will act as a strategic partner and primary liaison between business stakeholders and our technical teams. You will be responsible for driving the requirements lifecycle for complex initiatives, identifying strategic process improvements, and mentoring junior team members.
The ideal candidate is a high-level problem solver with deep technical acumen, exceptional stakeholder management skills, and a proven track record of delivering enterprise-level system solutions.
Strategic Requirements Governance & Vision Advise cross-functional executive stakeholders and leadership teams on high-priority, multi-system initiatives. Drive the strategic roadmap by converting broad business goals into high-impact functional specifications, architectural priorities, and technical standards across enterprise platforms.
Enterprise Process Architecture & Optimization Assess enterprise-wide system architectures and core business processes to identify strategic gaps, systemic risks, and cross-functional inefficiencies. Formulate and recommend scalable, future-state workflow frameworks that improve operational agility and long-term cost efficiency.
Strategic Delivery Assurance & Quality Governance Establish overall Quality Assurance and User Acceptance Testing (UAT) governance frameworks for major deliverables. Partner with cross-functional leadership and solution architects to ensure high-complexity system modifications align strictly with enterprise standards and strategic intent.
Documentation Governance & Practice Advancement Define and institute enterprise documentation standards and methodology guidelines for user stories, system models, and process architectures. Direct talent enablement strategies and best practices to elevate business analysis capability across mid-level and senior team
Qualifications
Required Qualifications:
- Experience: Requires 8+ years of experience with a BS/BA degree, 6+ years with a Master's degree, or 12+ years with a High School diploma/GED.
- Strategic Systems & Architecture: Demonstrated history of advising on and shaping large-scale or enterprise-level system implementations, enterprise modernization initiatives, or complex legacy software transformations.
- Testing & Quality Governance: Proven track record of defining enterprise UAT strategies, establishing end-to-end testing governance models, and driving complex multi-system validation and executive sign-off.
- Agile & SAFe Framework Leadership: Deep expertise in software development lifecycles (SDLC) with extensive experience guiding strategic execution across Scaled Agile Framework (SAFe), Scrum, or hybrid development environments.
- Executive Communication & Influence: Exceptional interpersonal, negotiation, and briefing skills with a demonstrated ability to advise senior/executive stakeholders, align competing organizational priorities, and translate complex technical architecture into strategic business value.
- Security Clearance: Possess or have the ability to obtain a Public Trust security clearance.

Preferred Qualifications:
- Enterprise Tooling & Information Architecture: Expert-level capability in structuring, configuring, and governing enterprise products and workflow suites (e.g., Jira, Confluence, ALM, TestRail, or ServiceNow).
- Federal Healthcare Domain Expertise: Direct experience advising on or delivering solutions within federal Medicare claims processing environments, specifically the Medicare Part A Fiscal Intermediary Shared System (FISS), Medicare Part B Multi-Carrier System (MCS), Durable Medical Equipment (DME), or the Common Working File (CWF).
- Professional Certifications: Highly desirable certifications such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), SAFe Agilist / SAFe Practitioner, or SAFe PO/PM.

Target Salary Range
$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.EEO
