Summary:

Assists in the management of talent acquisition (TA) processes and procedures, including overseeing hiring processes to fill critical vacancies. Identifies recruitment sources, participates in recruitment events, conducts interviews, and oversees candidate onboarding and orientation. Must be a strategic and resourceful Talen Acquisition professional who can source and build pipelines of exceptional talent for the MWRA.

Salary: $91,420.07 - $134,454.04 annually; $1,758.08 - $2,585.65 weekly
Work Schedule: Monday - Friday, 8:00am - 4:00pm, eligible for 50% telework

Key Responsibilities

  • Assists with managing the Authority's Talent Acquisition program and procedures for recruitment and hiring and ensures compliance with equity and inclusion goals.
  • Assists in the management of employment processes, policies, and procedures, including overseeing hiring processes to fill critical vacancies.
  • Provides support to Managers and Supervisors on all employment related activities, including hiring processes, recruitment strategies, applicant screening and referral, interview guidelines and recommendation process.
  • Conducts applicant screening to determine that candidates meet the qualifications for MWRA positions. Refers qualified applicants to hiring managers.
  • Participates in interview panels along with hiring manager and Affirmative Action staff and recommends qualified candidates for selection.
  • Assists in implementation and use of employment automated systems including applicant tracking systems. Works closely with other Human Resources Managers to improve human resource programs and processes.
  • Assists with development and implementation of new recruitment sources including social media sites and specialized professional and trade sites.
  • Assists with all required pre-employment background check procedures to include obtaining applicant consent/authorization forms and pre-employment physicals; ensuring the confidentiality of information and reports.
  • Responds to requests and inquiries relative to employment from internal candidates, managers and applicants.
  • Assists in management of summer intern program.
  • Schedules and conducts employee onboarding sessions.
  • Helps oversee employee referral and hiring/retention bonus programs.
  • May serve as a member of management's negotiating team for collective bargaining negotiations or provide data/support for negotiations.
  • Performs related duties as required.

Required Qualifications

  • A Bachelor's degree in human resources, industrial relations, public administration or a related field; and
  • General understanding of human resources and hiring practices and at least five (5) years of experience in employment and human resource administration preferably in the public sector; or
  • Any equivalent combination of education or experience.
  • A valid Massachusetts Class D Motor Vehicle Operator's License or equivalent license from another state.

Knowledge and Abilities

  • Strong knowledge of social media platforms including LinkedIn.
  • Excellent interpersonal oral and written communication skills.
  • Understanding and knowledge of federal and state employment laws, practices and policies.
  • Knowledge of Microsoft Office Suite.
  • Ability to maintain confidentiality.
  • Experience with an automated applicant tracking system preferred.

Supervision Received and Exercised

Works under the general supervision of the Manager, Talent Acquisition.
Exercises close supervision of assigned administrative staff. May provide guidance to Talent Acquisition Specialist.
