Description
The Department of Insurance, Property and Casualty Division's (P&C) major task includes review of policy contracts, rates, and rules used for all property and casualty products to assure their compliance with KY law. P&C records medical malpractice claims and provides quarterly reports to state medical licensure boards. Registration of Risk Purchasing Groups and Exempt Commercial Policyholders, processing of no-fault rejections, reimbursements for charitable healthcare premiums. The Mine Subsidence Program is administered through P&C as well.

We are looking for a Procedures Development Specialist II to join our team of highly skilled professionals. As a Procedures Development Specialist II, you will provide expert assistance in the analysis of state laws and regulations to determine the impact on agency programs. Develop and implement operational policies and procedures for defining program effectiveness. Respond to complex inquiries regarding in-depth research of program policy. Write and recommend operational procedures manuals; and performs other duties as assigned.

Responsibilities include, but are not limited to, the following:
  • Identifies and analyzes policy forms and rating/rules requiring resolution. Interprets policies, procedures and regulations. Identify changes needed to program regulations as the result of changes in state statutes. Provide technical instruction to staff and insurers on the procedures regarding Property & Casualty file reviews.
  • Identifies program and system deficiencies including reconciliation or system processes to ensure programmatic needs are met. Provides expert assistance in the analysis of state laws and regulations to determine the impact on agency programs. Responds to complex inquiries that require in-depth research of program policy regarding filings.
  • Coordinates the work of professional staff in carrying out the functions of the Property and Casualty Division including compiling data, drafting correspondence, coordinating assignments made to divisions and maintain files. Develops, implements, and interprets policies and procedures relative to Division programs.
  • Coordinates the research and evaluates regulatory requirements of specific filing procedures and implications on Division workflow. Serves as liaison with management to facilitate the administration of program policies and procedures. Corresponds with local and state personnel on matters relative to specific filing programs.
  • Reviews and maintains technical and statistical reports. Submits report to executive management staff and other state agencies. Assists with special projects as needed. Assists insurance companies, other Divisions within the department, the public and others by answering questions and performing in depth research on KY’s insurance statutes and regulations.
  • Responds to complex inquiries from clients, departmental staff, and other agencies to provide expert technical assistance in the interpretation of policies and procedures. Conducts in- depth research of issues in response to inquiries and assists in preparing expert oral or written responses on policy.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
