About the Role
We are seeking a strategic and execution-focused Director of Programme Management to support the President, Networks in driving operational excellence and business growth across Keppel’s platforms. This role is pivotal in leading cross-functional initiatives, ensuring alignment, and operationalizing the Global Operating Framework (GOF) for the Networks division.
Key Responsibilities
- Lead and govern programme schedules across Keppel platforms, ensuring clarity of responsibilities and alignment across investment, development, financial, commercial, regulatory, and compliance workstreams.
- Set programme cadence and operationalize the GOF, managing day-to-day activities throughout the project lifecycle to ensure timely and budget-conscious delivery.
- Collaborate with Heads of Departments (HODs) to oversee decision-making processes, resolve issues, and escalate critical risks.
- Track and manage Joint Business Plan (JBP) activities, action items, and change requests.
- Facilitate internal collaboration and communication, including interfacing with the FM&I team to ensure smooth transitions post-fund commitment.
- Provide consistent and accurate management updates and performance reports as the single source of truth.
- Monitor and manage resource allocation, driving team performance and ensuring optimal deployment of resources.
- Coordinate with HODs and consult relevant centralized functions to establish and manage programme budgets.
- Participate in all JBP-level working groups, manage internal communications, and ensure execution completion by Keppel’s project teams.
- Escalate unresolved matters at JBP level to Keppel and surface to the Networks Management Committee (NMC) for decision-making.
- To build strategic partnerships with Joint Build Partners and key global suppliers across the sectors for future cable systems
- Forging partnerships with cable landing partners for the branch segments of the new and existing cable systems
- Understanding and leading the strategic design of the new cable systems and how it dovetails into Bifrost and the strategic positioning of Keppel and the growth of Data Centres in the respective regions
- Close engagement with IMDA (who helps/assist in the engagement with 17 other government agencies) to ensure the workings of the FBO License is clearly understood as a key process
- Drive the Commercial and Technical Teams to monetize the optimum design value of the cable systems.
- Spearheading the new subsea cable projects with a clear strategic view with the potential Joint Build Partners.
- To lead in engagements with Third Party Consultants for the projects – EIA, ESG, Subsea Consultants, Marine Consultants, other relevant HDD consultants, etc…
