Project Manager Position Overview

Join a high-impact team supporting VA's EHRM Infrastructure Upgrades at the Castle Point Campus, Hudson Valley Healthcare System VAMC, 41 Castle Point Road, Wappingers Falls, NY 12590. In this full-time onsite role, you will help coordinate complex federal healthcare construction, keep schedules and budgets moving, manage risks and actions, support productive meetings, maintain reliable records, and prepare clear reports for COR review.

The PM serves in a contractor support role under COR coordination and will not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume duties assigned to the A/E, construction contractor, Contracting Officer, or COR.

Project Manager Key Responsibilities

Project Coordination & Stakeholder Management

You will work closely with the COR, Contracting Officer, campus and VISN 2 stakeholders, A/E firms, construction contractors, testing agencies, commissioning personnel, and other project partners. Your ability to communicate clearly, clarify requirements, resolve coordination issues, and keep teams aligned will help maintain project momentum. You will also keep the COR informed of status, risks, disputes, Government actions, meeting outcomes, and action-item follow-up.

Schedule, Budget & Risk Management

In this role, you will monitor schedules, critical paths, phasing, milestones, and slippage, comparing actual progress with planned performance and recommending practical adjustments. You will track budgets, obligations, payments, balances, planned expenditures, and payment applications; review estimates, cost proposals, change documentation, and related impacts for COR consideration; and identify risks with thoughtful mitigation or corrective-action recommendations. When requested, you may also support claims or dispute analysis.

Quality, Testing & Commissioning Support

You will contribute to quality assurance, safety, change, schedule, cost, and information-management processes. This includes tracking required tests and inspections against project specifications and schedules, coordinating with contractors, testing agencies, and VA stakeholders, and supporting commissioning activities with the Commissioning Agent and General Contractor.

Document Control & Reporting

Your work will help create an accurate, accessible project record. You will maintain correspondence, meeting records, construction administration files, marked-up plans and specifications, as-built information, and electronic project data as directed by the COR. You will prepare daily progress and inspection reports, support weekly and monthly reviews, use Autodesk Build/Autodesk Construction Cloud for official project workflows, and provide a monthly breakdown of hours by assigned EHRM project number.

Project Manager Required Deliverables

You will prepare and maintain project management plans and records covering communications, schedules, quality assurance, risks, meetings, actions, and issue resolution. Deliverables include daily diaries and inspection reports; weekly and monthly status reports; current schedules and progress analyses; budget and cost-control records; estimates, proposal reviews, payment support, and change-order assistance; and risk, dispute, corrective-action, and EHRM project-package documentation requested by the COR.

Project Manager Qualifications

Required Experience and Technical Competencies

We are seeking a construction professional with at least seven years of facility construction management experience, including engineering, design, or construction oversight and responsibility for schedules, costs, budgets, and overall project delivery. You should be comfortable interpreting construction documents, applying project controls and change and risk-management practices, leading meetings, coordinating stakeholders, documenting decisions, tracking actions, assessing project impacts, and preparing clear reports, schedules, cost summaries, and recommendations.

Standards, Credentials, and Training

Familiarity with VA or federal healthcare delivery, quality, safety, testing, commissioning, project controls, estimating, change management, and records management will help you succeed. The selected candidate must obtain and maintain VA facility and system access and complete required onboarding and training. ACC and ProductivityNOW access must be requested within 14 days after award; ACC training must be completed within 12 calendar days after access, with certificates submitted within two business days. VHA records training and all requirements for protecting non-public information, authorized system use, disclosure reporting, data ownership, and records disposition also apply.

Preferred Qualifications

A bachelor's degree in construction management, engineering, or architecture is preferred, although 10 years of directly related experience may substitute. Experience with VA or VISN 2 projects, federal healthcare, EHRM, Autodesk Construction Cloud, occupied-facility construction, testing, commissioning, or claims analysis is especially valuable. Project Manager Work Conditions

This is a full-time onsite position at Castle Point Campus VAMC, supporting EHRM projects across campus buildings, the new data center, and site work. The normal schedule is generally eight hours per workday, with authorized after-hours, weekend, or holiday support occasionally required. Team members follow VA access procedures and display a PIV card or visitor badge onsite. The anticipated performance period is 24 months, consisting of a 12-month base and one 12-month option. VA-furnished workspace is provided, and personnel remain contractor employees under contractor supervision.

Compliance and Reporting: Submit reports, deliverables, and records electronically per COR direction, contract timeframes, applicable standards, and VA requirements while maintaining the contractor support role.
