Construction Manager Opportunity

We are seeking an experienced Construction Manager (CM) to provide full-time onsite support for VA Electronic Health Record Modernization infrastructure upgrades at Castle Point Campus VAMC, 41 Castle Point Road, Wappingers Falls, NY 12590. This is an excellent opportunity to contribute to important federal healthcare improvements while working with a collaborative team. Your field judgment, organization, and communication will help the VA maintain safe, compliant, and well-documented construction progress.

You will serve in a valued contractor support role under COR coordination. To protect appropriate federal responsibilities, the position does not perform inherently governmental functions, accept or reject work, authorize contract changes, direct contractor means and methods, or supervise Government personnel.

What You Will Do

Construction Coordination & Field Oversight

You will coordinate with the COR, Contracting Officer, VA and VISN 2 stakeholders, the A/E, construction contractor, testing agencies, and commissioning personnel. You will monitor daily field activities, participate in progress meetings, provide clear field-status updates, document issues, and help move action items toward resolution. Your timely communication will keep the COR informed of progress, safety or quality concerns, disputes, deficiencies, and matters requiring Government attention.

Schedule, Budget & Risk Management

Your attention to detail will support reliable project controls. You will maintain daily diaries, compare field progress with construction schedules, identify slippage, and recommend practical adjustments. You will also monitor budgets, obligations, payments, balances, planned expenditures, cost proposals, estimates, change documentation, and observed quantities supporting payment review. When requested, you will identify risks, recommend mitigation, and assist with claims or dispute analysis.

Quality, Testing & Commissioning Support

Quality oversight is a central part of this role. You will perform routine inspections, monitor compliance with contract documents and applicable standards, identify nonconforming work, and notify the VA when correction may be needed. You will monitor and document applicable testing for soils, concrete, structural steel, fireproofing, roofing, glazing, elevators, and related work, while coordinating testing agencies and commissioning activities such as start-up planning, performance testing, O&M documentation, and training.

Document Control & Reporting

Strong documentation will help the project team succeed. You will maintain diaries, inspection reports, field notes, photographs, testing records, issue logs, deficiency lists, meeting records, schedules, cost documentation, and marked-up plans for as-builts. You will support RFIs, submittals, shutdowns, owner-furnished equipment, punch lists, change documentation, and weekly and monthly status reporting. Autodesk Build/ACC will be used for official project submissions and correspondence, and you will provide the COR a monthly breakdown of hours by EHRM project number.

What You Bring

Education, Experience, and Technical Strengths

The successful candidate will have a bachelor's degree in construction management, engineering, or architecture from an accredited university; 10 years of directly related experience may substitute for the degree. At least seven years of facility construction management experience is required, including engineering, design, and construction oversight; scheduling; cost management; budgeting; and overall project management. You should be comfortable interpreting construction documents, leading productive discussions, documenting decisions, and tracking commitments. Knowledge of construction administration, cost estimating, quality assurance, safety compliance, testing, commissioning, changes, claims, and risk management will help you excel.

Training and Professional Standards

We will support you through required VA access, onboarding, and training. You must request Autodesk Construction Cloud and ProductivityNOW access within 14 days after award, complete ACC training within 12 calendar days after access is granted, and submit completion certificates within two business days. The role also requires VHA records training and careful protection of non-public VA information and Federal records in accordance with applicable law, NARA policy, VA requirements, and COR direction.

Work Environment and Assignment

This is a full-time onsite assignment supporting Castle Point Campus buildings, the new data center, and related site work. The normal schedule is generally eight hours per workday, although authorized evening, weekend, or federal holiday work may be required. The anticipated term is 24 months, consisting of a 12-month base period and one 12-month option. The VA will provide furnished workspace. Team members will follow VA access procedures, identify themselves as contractor personnel, and remain under contractor supervision.

Compliance and Reporting: You will submit required records electronically in accordance with COR direction and contract timelines while maintaining the appropriate contractor support role. Your professionalism and consistent follow-through will be important to the team's success.
