Summary:
As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a Health Care Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.
The Psychiatrist will administer programs of treatment to mentally and emotionally disturbed patients adjusting to a variety of personal situations, assist medical and surgical patients dealing with illnesses/injuries, assist in treating rehabilitation patients, as well as providing therapeutic treatment and evaluation of patients in the Family Advocacy Program.

Responsibilities

Essential Job Functions:

  • Administer programs of treatment to mentally and emotionally disturbed individual adjustments to life; help medical and surgical patients deal with illnesses or injuries.
  • Assist in treating rehabilitation patients.
  • Treat individuals in times of personal crisis such as a divorce or death of a loved one.
  • Provide therapeutic treatment and evaluation of patients in the Family Advocacy Program dealing with domestic violence, physical, and/or sexual abuse.
  • Work closely with clinical staff and/or base personnel regarding patient awareness of mental health wellness programs (addictions, stress management, group therapies).
  • Provide patient consultations requested by Naval Hospital staff health care providers within guidelines established by the Naval Hospital.
  • Deliver records and reports required to document procedures performed and care provided utilizing the Health Maintenance Strategies International Manual (HMSI) standards.
  • Participate in peer review and performance improvement activities.
  • Participate in the implementation of the Family Advocacy Program as directed by government supervisor.
  • Attend and/or comply with all annual training classes required by the Command/Government Supervisor.
  • Actively participate in the command’s Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.
  • Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions.
  • Comply with the standards of The Joint Commission, applicable provisions of law, and the rules and regulations of any and all governmental authorities pertaining to licensure and regulation of health care personnel and medical treatment facilities, the regulations and standards of medical practice and the MTF’s medical staff bylaws.
  • Provide training and/or direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.).
  • Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentra's, and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander.
  • Attend and participate in various meetings as directed by government supervisor.
  • The HealthCare Worker (HCW) shall comply with the HIPAA (Health Insurance Portability and Accountability Act) privacy and security policies of the treatment facility. Providers shall obtain/maintain a National Provider Identifier (NPI) in accordance with DOD and MT policy/instruction, as applicable. https://nppes.cms.hhs.gov/
  • Perform timely, accurate, and concise documentation of patient care.
  • Maintain documentation of all treatment provided in accordance with clinic directives and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions.
  • Provide On-Call services as required (except prior to duty days), including returning phone calls within 15 minutes of notification.
    • The contractor shall equitably share Psychiatrist call coverage with other departmental Psychiatrists. These services shall include performance or technical direction of emergency diagnostic and therapeutic Psychiatrist procedures. When assigned on-call duty, the HCW shall provide on-call services for a 16 hour period, from 1600 to 0730 during the workweek, Monday through Friday. Weekend coverage begins at the close of the workday Friday (1600) until commencement of the workday Monday (0730), unless the weekend incorporates a holiday on Friday or Monday. In case of a 3-day weekend of this type, call coverage will extend from close of the preceding workday until the beginning of the first following workday. The Mental Health Primary Watch Stander shall contact the HCW via command provided mobile phone. The HCW shall return phone calls within 15 minutes of notification. The Government will not separately reimburse the HCW for on-call services provided. On-call services will be required on average 1 week per month.
  • Provide Call-Back services as required, including being able to render services within one hour of notification.
    • When assigned on-call, the HCW may be required to return to the MTF to provide services on site. If call- back services are needed at the MTF, the HCW shall report to the MTF and be prepared to render services within 1 hour of notification. While assigned on call duty, the HCW shall not exceed a total of 15 hours of services (regular duty shift hours plus call-back service hours) in a 24 hour period. The HCW shall be well rested prior to the HCW’s next scheduled shift. The HCW shall be reimbursed for a minimum of 2 hours of service or for the hours worked, whichever is greater. The Government will separately reimburse the HCW for call-back services provided.
  • The HCW shall be on duty for 20 hours each week from 0730 to1600 every Tuesday and Wednesday, 0730 to 1130 every Thursday. The HCW normally provide services for an 8-hour period (to include an uncompensated .5 meal break), during the scheduled workdays of the week. Specific hours shall be scheduled one month in advance. Any changes in the schedule shall be coordinated between contractor and the Government Representative.
  • HCW will work virtually for 1.5 days and 1 day in person each week for MEDDAC-J patients. Every Tuesday for 8 hours in person. Every Wednesday for 8 hours virtual and every Thursday for 5 hours virtual.

Qualifications

Necessary Skills and Knowledge:

  • Adhere to and comply with the Department of the Navy, Bureau of Medicine and Surgery, and local instructions and notices in effect during the term of the contract.
  • Practice aseptic techniques as necessary; comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.
  • Function with an awareness and application of safety procedures.
  • Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
  • Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.
  • Maintain DoD email account as directed by government supervisor.
  • Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.
  • Comply with all applicable Federal, State, and local laws, Department of Defense, Department of Navy, Bureau of Medicine and Surgery, and MTF instructions and policies.
  • Proficient in Microsoft Office software applications including Word, Excel, Access, PowerPoint, and Outlook
  • Able to read, write, speak, and understand the English language fluently and maintain good communication skills with patients another health care personnel.

Minimum Qualifications:

  • Have completed a residency training program in Psychiatry and neurology approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority.
  • Possess and maintain Board Certification in Psychiatry.
  • Have a minimum of 1-year full-time experience as a Psychiatrist within the last 3 years.
  • HCW shall be in good standing, and under no restrictions, with the state licensure board in any state in which a license is held or has been held within the last 10 years.
  • HCW shall be in good standing and under no sanction or suspension by the Federal Government.
  • Possess and maintain current certification in either the American Heart Association BLS for Healthcare Providers or American Heart Association Healthcare Provider Course.
  • Ability to pass all background/suitability checks.
  • A valid driver’s license; ability to travel locally as needed.
  • Must be a US citizen.

Preferred Qualifications:

  • A thorough understanding of the military lifestyle and experience working with military family members.
  • Working knowledge of relevant military, state, federal, and local laws and resources.
  • Highly developed written, oral, and presentation communication skills
  • An active Security Clearance is preferred.
