JOB SUMMARY
The Cook County Board of Review (CCBOR) is a quasi-judicial agency that reviews and adjudicates property tax appeals. The Human Resources Generalist (HRG) will play a critical role in supporting our Human Resources Department by ensuring compliance with federal, state, and local employment laws, CCBOR policies, and collective bargaining agreements. Responsibilities include recruitment and onboarding, new hire orientation, employee and labor relations, leave administration, workplace investigations, policy interpretation, and performance management. The ideal candidate must exercise sound judgment, maintain confidentiality, and effectively balance employee advocacy with organizational objectives.
KEY RESPONSIBILTIES & DUTIES
• Assist with workplace investigations involving misconduct, policy violations, harassment, discrimination, and employee complaints.
• Assist with coordination of full-cycle recruitment activities.
• Participate in interviews and provide guidance regarding lawful hiring practices.
• Maintain applicant tracking records and recruitment metrics.
• Assist Departments with workforce planning and succession planning.
• Provide guidance on employee performance issues.
• Assist with coaching and corrective action documentation.
• Prepare investigative summaries and recommendations.
• Ensure compliance with collective bargaining agreements through consistent interpretation, administration, and implementation of contractual provisions.
• Participate in grievance meetings and labor-management meetings.
• Support disciplinary investigations by reviewing disciplinary documentation for consistency and compliance and track disciplinary actions.
• Assist supervisors with performance evaluations.
• Provide coaching regarding employee performance issues.
• May administer leave programs such as Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) accommodations, military leave, jury duty, bereavement leave, any other paid leave programs.
• Interpret and apply policies and procedures, recommend revisions, and promote consistent implementation across departments.
• Research employment law changes affecting the agency.
• Develop forms, templates, and standard operating procedures.
• Conduct supervisor training on performance management, harassment prevention, labor relations, and employment law compliance.
• Serve as a resource for employees and supervisors regarding HR policies and procedures.
• Assist with employee development initiatives.
• Maintain personnel files and Human Resources Information System (HRIS) records.
• Track HR metrics and prepare reports.
• Prepare salary studies.
• Assist with updating and maintaining the Board of Review Policy Handbook.
• Assist with audits and records retention.
• Support special HR projects and agency initiatives.

QUALIFICATIONS
• Bachelor’s degree in Human Resources, Labor Relations, Industrial Relations, Organizational Development or a related field from an accredited college or university, is required. PHR or SHRM-CP certification preferred.
• 5+ years of progressively responsible human resources experience across multiple HR disciplines, including recruitment, employee and labor relations, workplace investigations, performance management, leave administration, policy administration, and organizational development. Experience in a public-sector or unionized environment is highly desirable.
• Experience conducting workplace investigations.
• Experience administering ADA and FMLA.
• Experience using an HRIS and applicant tracking system. Taleo experience is highly desirable.
• Experience interpreting collective bargaining agreements is preferred.

PHYSICAL REQUIREMENTS
• Visual acuity to review and edit written communications for long periods of time.
• Walking between offices and buildings may be required.
• Repetitive use of hands to handle and/or operate standard office equipment.
• Regular use of a telephone to communicate.
• Ability to occasionally lift files of voluminous documents.

RESIDENCY REQUIREMENTS
As an employee at the Board of Review, if you do not currently live in Cook County you will have six (6) months from date of hire to establish actual residency within Cook County.
