About the Engagement:
The Campaign for Tobacco-Free Kids (CTFK) seeks a Senior Regional Policy & Advocacy Consultant to advance tobacco control efforts across select Caribbean countries. Based in the Dominican Republic, the Consultant will provide regional policy, advocacy, and technical advisory services that assist local civil society partners in developing and implementing evidence-based advocacy strategies, and that strengthen engagement with government and non-government stakeholders at the national and regional levels.
This is an independent consultancy engagement. The Consultant delivers defined written advisory and analytical products and works in an expert advisory and technical capacity. Advocacy strategies, work plans, campaigns, and policy positions are developed, owned, and advanced by CTFK's grantees and local partners; the Consultant's deliverables inform and strengthen that partner-led work. The Consultant will not represent themselves as an employee, agent, or legal representative of CTFK, will hold no authority to bind CTFK or commit program funds, and will attend stakeholder meetings in their own professional capacity.
Scope of Services and Deliverables:
Civil Society and Partner Advisory Services
- Advise local civil society partners in the designated countries on tobacco control efforts, delivering written technical guidance that identifies challenges, opportunities, and recommended approaches.
- Assess the capacity and training needs of country partners and submit a written analysis outlining recommended priorities and approaches for CTFK's consideration.
- Advise local partners on the development and execution of their communications plans through written recommendations.
- Recommend, in writing, approaches to coalition building that leverage each partner's strengths and reduce duplication of effort across the region.
- Identify prospective grantees in the designated countries and submit written recommendations, including assessment criteria and engagement approaches. Grantee selection and funding decisions rest with CTFK.
Strategy and Advisory Support
- Advise on the operationalization of approved country strategies and work plans, delivering written input on recommended sequencing, activities, and risks at country and regional levels.
- Translate program priorities into results-oriented activity approaches that partners may adopt, delivered as written recommendations.
Policy Landscape and Industry Monitoring
- Analyze the policy environment across the designated countries, including potential opposition and tobacco industry interference, and submit written analyses on an agreed schedule.
- Recommend, in writing, approaches to position local partners to seize policy opportunities and address opposition as it arises.
- Analyze tobacco control initiatives and trends in the designated countries and sub-region, and deliver a written assessment to inform CTFK's regional strategy and priority setting.
- Monitor and document tobacco industry interference with the policy process across the region, delivering written analyses with recommended counter-strategies for partner use.
Stakeholder Engagement Advisory Services
- Advise partners on developing and strengthening strategic relationships with government, non-government, and other organizations in support of comprehensive advocacy strategies, through written recommendations.
- Prepare written briefing materials and recommended messaging conveying CTFK's approved policy positions for partner and stakeholder use. Such materials are advisory products for CTFK and partner review, adoption, and issuance.
Reporting and Coordination
- Report in writing on activities and deliverables for the assigned portfolio of work, consistent with the agreed work plan and deliverable schedule.
- Relay partner updates and policy developments to CTFK's designated point of contact through written summaries.
- Review grantee activity in the designated countries and submit a written analysis identifying progress and areas to address, to inform CTFK's project planning.
- Participate in defined coordination meetings with CTFK's designated point of contact, at a frequency tied to active deliverables.
- Facilitate defined coordination sessions with local, regional, and global partners, and submit a written summary of outcomes and recommended next steps for each session.
Required Qualifications and Experience:
- A master's or advanced degree in public health, public policy, law, international development, communications, or a related field.
- 15+ years of relevant professional experience in public policy, advocacy, public health, governance, communications, international development, or related fields. International or multi-country experience is preferred.
- Established network of relationships with government health authorities, policymakers, and key stakeholders across the region to advance strategic partnerships and policy engagement preferred.
- Proven experience supporting multi-stakeholder initiatives, coalition-building, policy engagement, and implementing technical assistance programs. Public health or tobacco control experience is preferred.
- Strong understanding of political, legislative, civil society, and media environments and the ability to identify opportunities and challenges relevant to policy and advocacy objectives.
- Demonstrated ability to engage effectively with government entities, civil society organizations, academia, media, technical groups, and other stakeholders.
- Excellent written and verbal communication skills, with the capacity to articulate complex issues clearly and diplomatically to diverse audiences.
- Strong coordination, facilitation, collaboration, relationship management, and organizational skills.
- Solutions-oriented mindset, capable of navigating complexity, adapting to evolving priorities, and supporting constructive problem-solving.
- Proven ability to navigate complex stakeholder environments with sound judgment, diplomacy, and cultural sensitivity.
- Experience designing or facilitating training, coaching, peer learning, or capacity strengthening initiatives with civil society organizations, coalitions, government stakeholders, or multi-sector partners is preferred.
- Full professional proficiency in English and Spanish is required.
- Ability and willingness to travel domestically and internationally, as required.
