Call for Experts: Immunization Financing

GHAI seeks to identify experts with relevant technical expertise in the areas listed below to join our roster ahead of anticipated projects. These experts will support the implementation of country-level primary healthcare and immunization financing advocacy strategies, providing technical assistance to civil society and government partners. The position requires a well-developed understanding of in-country advocacy campaigns that lead to national policy and budgetary change, strategic thinking, strong project management and coordination skills, and the ability to work within cross-functional teams.

Armenia, Bangladesh, Belize, Bolivia, Burundi, Cote d’Ivoire, Dominica, El Salvador, Fiji, Georgia, Grenada, Guyana, Honduras, Kosovo, Maldives, Mongolia, Nicaragua, Philippines, Saint Vincent and the Grenadines, Senegal, Sri Lanka, Togo, Ukraine, and Uzbekistan. 

We invite CVs from highly qualified candidates with experience in at least two of the three areas listed below:

Health Financing:

•    Developing and applying a deep understanding of budgetary issues related to immunizations and primary health care; closely monitoring and reporting new developments throughout the budget cycle. 

•    Providing technical assistance to civil society and government partners on advocacy, planning, budgeting and execution to ensure domestic resources for PHC and immunization are secured, sufficient, released on time, and sustained.

•    Continuously appraising the policy landscape, including potential opposition, to ensure that partners are taking advantage of timely opportunities.

Governance, Policy, Strategic Planning, and Programme Management

•    Applying a strong working knowledge of national level political and administrative systems, processes, and players to identify opportunities to advocate for increased domestic financing for immunizations and primary health care. 

•    Supporting civil society and government partners to assure equitable access, inclusion and protection considerations are addressed in management structures, immunization policies, guidelines, practices and accountability measures. 

CSO Coaching and Coordination:

•    Supporting civil society partners in the development and implementation of work plans that feed into a coordinated, overarching advocacy strategy that leverages each partner's strengths and minimizes duplication. 

•    Maintaining and regularly updating databases of relevant stakeholders, including the government at the central level and at subnational (e.g., district/community) level as appropriate, civil society organizations, private sector players, and international partners.

•    Helping to identify government and CSO partners and support those advocates to build and maintain productive partnerships (at national and subnational levels) to ensure support for the passage of strong policies and implementation processes.

•    Supporting government partners to formulate policy objectives, strategies, and timelines for advocacy campaigns targeted at passing laws or regulations or implementing policies in line with advocacy strategies, including securing budget lines for immunization. 

In general, experts should have at least eight years of professional experience in deploying advocacy as a tool for policy change with a deep understanding of advocacy for increased domestic resource allocations for health, the elements of advocacy campaign development and implementation. Experts should also have experience in advising CSOs, coalitions, or networks on the implementation of coordinated advocacy strategies. Experience in public health, particularly in the areas of immunization and primary health care financing and health systems strengthening, is required. Fluency in English (verbal and written) is required.
