GIS and Digital Immunization Microplanning Consultant, Zambia

The Global Health Advocacy Incubator (GHAI), an initiative of the Campaign for Tobacco-Free Kids, supports civil society organizations and governments advocating for public health policies that reduce death and disease.

GHAI seeks to identify Zambia-based consultants for its expert roster ahead of anticipated work supporting digital immunization microplanning. The anticipated role would provide hands-on geographic information systems (GIS) support to government health teams to identify communities missed by immunization services and translate spatial evidence into practical district microplans.

Anticipated Responsibilities:

The consultant would work with GHAI’s Zambia Country Team and Zambia EPI team. Government counterparts would retain responsibility for approving tools and plans and delivering vaccination services.

•    Prepare and quality-check geospatial datasets. Map settlements and health facility catchment areas and validate maps and planning assumptions with district teams and communities in the field.

•    Combine spatial analysis with authorized routine immunization coverage, dropout and session data from District Health Information Software 2 (DHIS2) to identify missed communities and support Ministry of Health-owned district microplans.

•    Help district and provincial health teams use maps and digital planning tools to prioritize outreach, review progress and update microplans. Work with immunization and supply-chain specialists on relevant electronic logistics management information system (eLMIS) data where authorized.

•    Provide practical training and on-the-job mentorship. Document methods, data limitations and tools and prepare reusable job aids and editable technical outputs for handover to government counterparts.

•    Follow government data-access and confidentiality requirements. Do not enter identifiable health or household data into public AI tools.

Essential Experience and Skills:

•    At least five years of relevant professional experience applying GIS and digital planning tools to public health programs, including documented experience completing digital immunization microplanning assignments. This experience must include GIS analysis, field validation and practical support to district health teams to develop and use microplans. General GIS experience alone is insufficient.

•    Hands-on proficiency in GIS and digital microplanning tools, spatial data preparation, settlement and catchment mapping and data quality checks.

•    Experience using routine immunization data, including DHIS2, to inform planning and program reviews, with an understanding of coverage gaps and children missed by vaccination services.

•    Experience working with government health counterparts and training or mentoring district teams. Fluency in written and spoken English is required.
