Job Description:
This job is responsible for planning and coordinating the execution of large program deliverables which requires engagement across multiple organizations. Key responsibilities include communicating target outcomes, coordinating delivery, resource planning, providing visibility of program health, and managing program risks, compliance and financials. Job expectations include ensuring delivery meets the client’s expectations in terms of the target outcomes, timeline, and cost and facilitating sync points between business and technology leaders and Risk and Compliance partners.
Within Data Management Technology & Enterprise Architecture (DMTEA), this role will lead one or more complex programs, consisting of multiple projects and delivery teams. DMTEA’s program portfolio includes high-impact work spanning enterprise data capabilities, data privacy, artificial intelligence, architecture modernization, and regulatory/policy adherence. This Program Manager role will serve as the leadership point of accountability for program outcomes, partnering with project managers, technology leaders, business stakeholders, and service providers to drive execution, resolve cross-project dependencies, and deliver tangible business outcomes.
Responsibilities:
- Leads and coordinates routines to support delivery of large programs, such as kick-offs, status reviews, stakeholder meetings, change controls, and tollgates
- Broadens relationships with business and technology leaders across multiple organizations, as well as Compliance and Risk
- Establishes target outcomes in partnership with stakeholders and leaders
- Tracks success metrics and provides status updates to stakeholders and leadership pertaining to the target outcomes, delivery, performance, risks, issues, and schedule
- Collaborates with sponsors and stakeholders to ensure that execution is aligned with deliverable requirements
- Manages program financials and supports resource planning
- Ensures adherence with Enterprise Change Management standards
- Provides end-to-end leadership for one or more programs composed of multiple related projects.
- Serves as the primary leadership contact and escalation point for program sponsors and senior stakeholders.
- Partners with project managers to integrate plans, dependencies, risks, financials, and outcomes across the program.
- Translates strategy into an executable program roadmap and maintains alignment across business, technology, architecture, risk, and control partners.
- Leads program routines and drives timely decisions and resolution of issues that may cross project, team, or organizational boundaries.
- Drives communication and collaboration across organizations to support completion of program deliverables and achievement of established timelines.
- Establishes clear measures of success and validates that delivered capabilities achieve intended business and technology outcomes.
- Supports resource planning for delivery and execution, including understanding of any related financial implications tied to the resource plan.
- Ensures adherence to enterprise change standards and maintains accurate, current program information in systems of record (e.g., PPRT, TPAS).
- Proactively identifies, escalates, and drives resolution of key risks to ensure successful and timely delivery.
Required Qualifications:
- Proven track record as an experienced Program Manager, with direct accountability for delivering complex solutions end-to-end.
- Demonstrated experience leading large, enterprise initiatives across people, process, and technology, ensuring timely delivery and high-quality outcomes.
- Strong financial acumen, with experience managing initiative budgets ranging from $5MM - $20MM, with accountability for monthly forecasting and financial reporting.
- Proven ability to engage, influence, and communicate effectively with senior Technology and Line of Business (LOB) stakeholders, tailoring messaging and level of detail to the audience.
- Deep familiarity with Bank of America project management tools (e.g., PPRT, ServiceNow, Jira, TPAS) and governance frameworks.
- Demonstrated experience enforcing governance requirements and maintaining accurate project management and financial systems of record.
- Self-starter with the ability to operate independently, take full ownership of deliverables, and drive initiatives through to completion in a highly matrixed organization.
- Demonstrated ability to collaborate effectively across cross-functional teams and service providers to achieve aligned outcomes.
Desired Qualifications:
- Proven track record as a high-performing Program Manager at Bank of America, ideally with experience working on enterprise-wide efforts.
- Experience leading projects across Agile, Waterfall, and Hybrid delivery methodologies.
- Demonstrated experience delivering initiatives within Global Technology, ideally on cross line of business and/or enterprise capabilities.
- Project Management Professional (PMP) certification or equivalent.
